This work has been based on research results obtained by Vieira (2009)1 and Vieira (2013)2 and, through a methodology based on index paradigm proposed by Ginzburg (1986) and in postulates of Foucault's philosophy (1969), seeks to investigate the existence of a legal-political statement in relation to Hugo Chavez, president of Venezuela, according to which, in Latin America in the last decades, to legitimize himself in exercise of power, a politician has to be built in the place of a hero, but in him does not want to perpetuate indefinitely as a tyrant. Thus, in addition to the aforementioned theoretical-methodological reference, it will resort to classics of political and philosophical thought, as well as historical analysis, to demonstrate its existence and functioning.
