Implementação de ações programáticas na atenção primária à saúde com base na perspectiva dos atores envolvidos

Admitting the undeniable importance of the appropriate assistance in the Brazilian Unified Health System and using hypertension and diabetes mellitus as models, the objective of this study was to understand, from the perspective of the actors involved, the factors that interfere in the implementation of public policies and pointing out ways to implement programs and protocols in primary health care. Methods: based on the analysis of in-depth interviews with people from the management teams, doctors and the university who work in Sorocaba-SP, Brazil, using Moscovici's theory of social representations as a reference. Results: Based on the interview data, guiding subsidies were designed for the effective implementation of programmatic actions and protocols of care in the municipal health network that also can be used in other municipalities with traditional basic units or the family health strategy. Conclusion: To effectively implement any protocol, it is necessary to improve the management of services to ensure resources, to plan the implementation, train the teams and monitor the results. These guiding subsidies contribute to the necessary reflections for this task.
