The concentration of medical professionals in large urban centers affects most countries, so the More Doctors for Brazil Project (PMMB) was instituted to provide emergency medical provision in vulnerable areas. It aimed to identify users' perceptions of health care in border municipalities assisted by PMMB. This is a descriptive exploratory study with a qualitative approach, in 12 frontier municipalities of the state of Mato Grosso do Sul (MS). The study included 64 users belonging to 43 Basic Family Health Units. The results were analyzed in terms of the National Policy of Primary Care and subdivided into three axes: access to health services in border municipalities, health care for the Brazilian population and assistance to the foreign population in Brazilian health services. From the perception of users, the PMMB has brought benefits regarding expanded access and the quality of the resolute and humanized medical consultation. There was no consensus among users that the assistance provided by foreign medical professionals constituted a barrier to access to consultation, as well as the comprehension of the language, since the municipalities are located in border regions.
