Abstract:

In Brazil, most people build their houses without the help of qualified technical professionals, such as civil engineers, architects, and building technicians. Self-construction causes great damage to the population, such as the structural insecurity of the residence and the legality of the work. Because they are irregular, they do not give the owner any right or guarantee over them. In the municipality of Gurupi-TO, it is noted that the constructions and renovations are in all neighborhoods, but it is also observed that some do not have professional technical monitoring. This research aimed to obtain an index of the works carried out in Gurupi - TO with and without technical monitoring by a Civil Engineer, Architect, or Building Technician, and to collect the opinion of residents regarding the technical monitoring of the works, besides listing the reasons that made them not hire a professional. After analyzing the data, it was concluded that 57% of the construction sites visited had a professional in charge, and 43% did not. Of these, 44.44% reported that they did not find it necessary to have the assistance of a construction professional. In second place, with 29.63%, the reason for not having monitoring was to think that it would increase the cost of the work, and finally 25.96% of people reported not knowing that it was necessary to have technical monitoring. It was concluded that it is necessary to apply Law nº11.888/2008 to finance technical assistance to low-income families, as well as to make the population aware of the benefits of having the assistance of these professionals.
